1. Older Persons Act 13 of 2006

We ensure the safety, dignity and wellbeing of every older adult we support.
Our safeguarding protocols include:

  • mandatory reporting of suspected abuse or neglect

  • trained staff who recognise early warning signs

  • structured safeguarding procedures

  • incident investigation and documentation

  • respectful, person-centred care in every interaction

Protecting vulnerable adults is a legal and moral priority.

2. SAQA-Accredited Caregiver Training

All carers engaged by Civility Home Care must hold a SAQA-approved caregiver qualification, in line with the Older Persons Act Regulations.

In addition, every carer completes the Civility Home Care Supplementary Curriculum, which includes:

  • The Civility Gap™ emotional intelligence and communication model

  • Advanced dementia care

  • UK-style documentation, care planning and medication awareness

  • Safety, professionalism and digital care systems

This ensures competence, confidence and consistent care quality.

3. Department of Social Development (DSD) Norms & Standards

Although home-care agencies are not yet formally licensed by DSD, we voluntarily align with DSD expectations for safe, dignified and culturally appropriate care, including:

  • person-centred planning

  • respect for language, culture and autonomy

  • transparency and family involvement

  • accurate and confidential documentation

4. POPIA (Protection of Personal Information Act)

We take data protection seriously.
Civility Home Care maintains:

  • staff training in digital privacy and professionalism

5. COIDA (Compensation for Occupational Injuries and Diseases Act)

We are registered with the Compensation Fund and maintain a Letter of Good Standing to ensure:

  • all carers are protected in the event of workplace injury

  • incidents are reported promptly and legally

  • clients receive safe, supervised care environments

6. BCEA (Basic Conditions of Employment Act)

We comply fully with labour law requirements, including:

  • written employment contracts

  • fair working hours and leave entitlements

  • UIF contributions

  • transparent payroll practices

  • workplace safety obligations

Our carers are supported, protected and valued.

7. SARS Employer Compliance (PAYE / UIF / SDL)

Civility Home Care is registered as an employer with SARS and ensures:

  • PAYE deductions and submissions

  • UIF employer and employee contributions

  • SDL compliance (where applicable)

  • accurate monthly EMP201 reporting

This ensures ethical, transparent financial management.


8. Non-Medical Scope of Practice Compliance

We operate strictly within the South African caregiver scope of practice and ensure carers do not perform clinical procedures.
Our carers:

  •  provide personal care

  • support with meals, mobility and hygiene

  • offer companionship and emotional support

  • Follow care plans and safety procedures

  • record care accurately

They do not administer injections, perform wound care, or undertake medical tasks.

 9. Vetting & Safety Checks

All Civility Home Care carers undergo:

  • SAPS police clearance checks

  • identity verification

  • qualification verification

  • reference and background checks

  • ongoing competency assessments
